Self Help Africa Nigeria seeks to engage a reputable and experienced Health Maintenance Organization (HMO) provider to deliver a comprehensive health insurance policy for its staff. In addition to traditional health services, including preventive care, medical emergencies, specialist consultations, hospitalization, maternity services, and additional health-related support, the HMO must include specialized coverage for incidents such as kidnapping, medical emergencies, psychological & wellbeing support, and evacuation. The contract will cover the period from June 2025 to May 2026, with the option for renewal based on performance and mutual agreement.
We are looking for the services of a HMO Service Providers to provide all SHA Staffs for all the project implemented by SHA in Nigeria.
- Deliverables for the HMO Service Provider
The HMO will deliver on the following:
- Health Insurance Policy for SHA Nigeria Staff: Clear documentation outlining the scope of coverage, terms, and conditions, including coverage for kidnapping and crisis-related incidents.
- HMO Network List: A comprehensive list of hospitals, clinics, doctors, and other healthcare providers included in the network.
- Covered Health Services: A list of all covered services, including exclusions and limitations, and a clear claims process with timelines for settlements.
- Emergency Services: 24/7 customer support helpline and an efficient emergency services plan, including handling kidnapping- related incidents and other emergencies.
- Monthly and Quarterly Reports: Regular reports on healthcare service utilization, claims statistics, and wellness program activities.
- Annual Performance Review: An annual review meeting to assess the performance of the HMO, discuss challenges, and identify areas for improvement.
- Communication Plan: A plan for informing SHA Nigeria’s staff about the new coverage, including how to file claims for medical and kidnapping-related emergencies.
- Transition Plan: A clear plan for onboarding SHA Nigeria staff onto the new insurance plan.
- The selected HMO will be responsible for the following:
- Provision of Health Insurance Coverage: Provide health insurance services to SHA Nigeria staff members across the company’s locations, including coverage for medical consultations, specialist care, hospitalization, surgery, and maternity services.
- Health and Wellness Programs: Offer wellness and health promotion programs for employees, such as preventive care initiatives, health check-ups, and mental health and wellbeing support.
- Access to Network of Providers: Ensure a robust and extensive network of healthcare providers (doctors, hospitals, clinics) that staff members can easily access for treatment.
- Preventive Care Services: Provide preventive health services such as regular check-ups, vaccinations, comprehensive health screenings, and wellness programs.
- Claims Processing: Manage and process claims efficiently and promptly, ensuring that SHA Nigeria staff members do not face undue delays in receiving medical care or reimbursements.
- Customer Service & Support: Offer a dedicated support team to assist SHA Nigeria staff with queries, claims, and any other health-related concerns.
- Reports & Analytics: Provide regular reports on the utilization of services, claims, and any other health-related data required by the company’s management team.
- Compliance: Ensure full compliance with all legal and regulatory requirements related to healthcare coverage for staff members.
- Crisis-Related Coverage: Provide insurance coverage for kidnapping-related incidents, including:
- Medical treatment and psychological support for employees affected by abduction.
- Evacuation and repatriation services in case of kidnapping or related emergencies.
- 24/7 emergency response for security-related incidents.
- Service Delivery
- Ensure timely and efficient claims processing, with transparent procedures for submitting claims.
- Provide dedicated support and advice to SHA Nigeria’s HR and finance teams regarding claims, benefits, and policy-related matters.
- Offer a clear communication plan to ensure that all staff members are well-informed about the coverage and procedures for using the benefits.
- Ensure timely and efficient healthcare services, maintaining high-quality standards across all service locations to meet the needs of beneficiaries.
- Additional Services
- Provide international coverage (if required) for staff traveling for work.
- Offer flexible packages that can be tailored to individual staff needs.
- Key Relationships
The selected service provider vendor will report directly to Self Help Africa, Nigeria HR Department for managing staff enrolments, claims, and addressing any HR-related concerns regarding health services. They will also collaborate with Self Help Africa, Nigeria Staff Members (The direct beneficiaries of the HMO services); Healthcare Providers: Hospitals, clinics, and doctors who provide healthcare services to SHA staff members under the HMO plan.
- Reporting
The HMO provider will report to of the Country HR Coordinator (or designated person) at SHA Nigeria, providing regular updates on claims, service delivery, and any issues that may arise. The HMO provider will also be expected to attend periodic meetings with SHA Nigeria’s HR and management teams to ensure the smooth implementation of the insurance policy.
- Proposal submission requirements
Proposals must be submitted via electronic format to the following address: procurement.ng@selfhelpafrica.org. Proposals must be received not later than 17:00 WAT on 28th – April – 2025. Proposals that are received late or are in a format that cannot be accessed will be deemed to be invalid. Each proposal must follow the requirements as set out in this document.
- Queries & clarifications
Requests for additional information or clarifications should be sent via e-mail to [email protected] and can be made up to 5 days before the deadline. SHA will respond to such requests as appropriate.
Where appropriate, queries may be amalgamated and shared with all potential applicants in a timely manner. No private dialogue will take place with any potential applicants.
Between the issuing of the proposal document and before the response submission date, on no account is any applicant to contact or communicate directly with any member of the SHA team who is involved in work concerning this Request for Proposal process.
