Organisation overview
Self Help Africa (SHA) and United Purpose (UP) merged in late 2021 to implement projects to end extreme hunger and poverty in sub-Saharan Africa. The merger doubled its size and reach, with SHA implementing poverty eradication projects in sub-Saharan Africa in 2022. The group includes social enterprise subsidiaries Partner Africa, TruTrade and Cumo Microfinance. In 2022, SHA reached over twelve million people and invested €46m in over 80 development programmes to improve food systems, facilitate access to markets and financial services, combat climate change, gender inequality, and improve access to clean water, sanitation and hygiene.

Job Purpose

United Purpose is going to implement a project named ‘Humanitarian Assistance of Protection and Empowerment for Vulnerable Communities in Rohingya Camp (HOPE)’. For the successful implementation of the project activities, we are seeking a dedicated person for the position of Camp Facilitator. The Camp Facilitator will play a critical role in supporting humanitarian activities at the Rohingya camp level and will be based at a Health post. This individual will be responsible for coordinating and facilitating the distribution of emergency cash and relief assistance, ensuring compliance with RRRC and ISCG guidelines. The Camp Facilitator will also collaborate closely with various stakeholders including Camp-in-Charge (CiC), camp management authorities, and internal project teams to ensure efficient and accountable delivery of services and support.

Key Responsibilities: Key responsibilities include (but are not limited to):
• Facilitate the distribution of emergency cash and in-kind relief assistance in line with project objectives and donor guidelines.
• Identify and select eligible beneficiaries and volunteers following RRRC and ISCG standards.
• Coordinate with Camp-in-Charge and other camp management authorities to determine and manage appropriate distribution points.
• Maintain accurate records and documentation of all distributions including cash-for-work and direct cash assistance.
• Raise requisitions for procurement of non-food items (NFIs) in coordination with the logistics/procurement team.
• Conduct needs assessments along with other team members with a focus on earthquake vulnerability and recommend necessary interventions.
• Support the health post team in organizing awareness sessions related to health, hygiene, and disaster preparedness.
• Ensure proper and timely distribution of household utensils and hygiene kits in collaboration with the team members.
• Act as a liaison between the health post and project management team, providing timely updates and field-level insights.
• Ensure accountability, transparency, and community engagement throughout all stages of program implementation.
• Prepare reports in due time and share with Project Manager.

Internal: Project Manager, Project Management Team, Health Post Team, Finance Team, Country Office, Procurement Team.

External: CiC (Camp-in-Charge) & ACiC (Assistant Camp-in-Charge), RRRC (Refugee Relief and Repatriation Commissioner), UNO (Upazila Nirbahi Officer), Site Management and Site Development Authority (SMSD), ISCG (Inter-Sector Coordination Group), Mazhi (Community Leaders/ Representatives), Health Sector Partners, Camp Security Authority.

Knowledge, Experience and Other Requirements:

Essential

Educational Requirements
Bachelor’s degree in social sciences, Development Studies, Public Health, or a related field.

Experience Requirements
• At least 2 years of experience in humanitarian or camp-based project implementation, preferably in emergency response.

Language Requirements:
• Fluency in Chittagonian Dialect & Bengali is required. Proficiency in English is a plus.

Job Requirements
• Strong communication and coordination skills with the ability to work under pressure in complex environments.
• Experience in community mobilization, needs assessment, and relief distribution.
• Proficient in record keeping, data collection and reporting.
• Familiarity with the Rohingya refugee context is an asset.

Desirable:
• Knowledge of RRRC, ISCG and health sectors guidelines is highly desirable.
