Self Help Africa (SHA) is an international NGO dedicated to the vision of an economically thriving and resilient rural Africa. We have 50 years of experience working with smallholder farmers, farmer associations, cooperatives, and agribusinesses across Africa to help farmers grow and sell more food, improve diets, diversify incomes, and make their livelihoods more sustainable and resilient to external shocks. SHA also builds awareness of issues affecting smallholders and represent their interests at policy and institutional level.

Self Help Africa has merged with Unite Purpose (UP) and sees UP become part of The Gorta Group, which trades as Self-Help Africa. The amalgamation will see the organisation support close to five million people annually with poverty eradication projects that focus on agriculture, nutrition, enterprise development, climate adaptation, water, and sanitation across 17 different countries, mainly in sub-Saharan Africa, Bangladesh, and Brazil.

SHA is a core member of The Gorta Group which is composed of a group of innovative organizations driving sustainable economic and social change across Africa. Comprising Self Help Africa, Partner Africa and TruTrade, the Gorta Group combines expertise in market-based solutions to poverty and rural development; climate change mitigation and resilience; trade facilitation and farmer and worker rights; underpinned by an inclusive ethos that specifically targets women and youth.  SHA now has over 700 staff worldwide. We are currently implementing a portfolio of 80 projects in The Gambia, Nigeria, Burkina Faso, Ethiopia, Kenya, Malawi, Mozambique, Uganda, and Zambia funded by a variety of institutional and private donors including the European Union, Irish Aid and World Food Programme.

PROJECT BACKGROUND:

SHA is partnering with the World Food Programme to implement the Strengthening Food Systems project (Youth in work). The project aims to strengthen food systems that promote increased value chain employment opportunities for the youth; sustaining and improving on-farm and off-farm job opportunities for 50,000 young women and young men engaged in the different nodes of sorghum, millet, soya bean, groundnut, and horticulture value chains. The project will focus on capacity building interventions for existing enterprises, using this as an avenue to create employment opportunities for youth and women in Kano State.

SCOPE OF WORK:

Technical Requirements and Conditions for the Rehabilitation of 40 Existing Handpump Boreholes and 20 Motorize Boreholes in Yala LGA, Cross River State, Nigeria.

General Requirements:

  1. Workmanship: The Contractor shall execute all works in a thorough and professional manner, in line with the technical standards and specifications provided by Self Help Africa (SHA). All activities must be performed efficiently and with due diligence to ensure compliance with the terms of the contract. Only qualified and experienced personnel, including hydrogeologists, drillers, electro-mechanical technicians, plumbers, and masons, shall be engaged. All work shall be completed to the satisfaction of SHA.
  2. Equipment and Materials: Upon signing the contract, the Contractor commits to supplying all materials and equipment of high quality, conforming to SHA’s technical requirements. Prior to mobilization, SHA’s engineers will inspect and approve the specifications and quality of all materials. SHA reserves the right to reject or demand the removal/replacement of any material or equipment that does not meet the required standards.
  3. Environmental Protection of the Site: The Contractor shall take full responsibility for protecting the environment and surrounding areas during the execution of the project. Any damages outside the designated project area shall be restored to their original condition. All waste, debris, or harmful substances must be disposed of safely and in compliance with environmental standards approved by SHA.
  4.  General Mobilization and Demobilization: This includes all activities required to set up and dismantle the work site, transport materials and equipment, mobilize and demobilize staff, and remove waste upon completion of works. The cost provided must cover all these activities throughout the project duration and should be quoted as a lump sum.
  5. Quotation Tables and Bill of Quantities (BoQ): The BoQ must be completed accurately, including unit rates and total costs for each item. Ensure all arithmetic is correct before submission. In case of discrepancies, unit rates will prevail and be used as the basis for payment. No contingency figures will be accepted; all expected costs should be accounted for in the quotation.

Details of Works Implementation:

  1. Borehole Rehabilitation Scope: The Contractor shall undertake the following activities for each of the 14 council wards:
    1. Rehabilitation of 32 Indian Mark lll, 5, Indian Mark ll, and 3 AfriDev Handpump Borehole including construction of concrete apron, drainage channels and soak pits.
    1. Rehabilitation of 15 Solar Powered Boreholes
    1. Upgrade of 5 Motorize Borehole powered by grid/ generators.
  2. Standby Time: If delays arise due to actions or omissions by SHA that entitle the Contractor to claim standby time, the Contractor must notify SHA’s Engineer in writing without delay.
  3. Clearing of Site: Upon completion of the works, the Contractor must ensure the full removal of debris, construction waste, and any temporary structures. All sites must be left clean and in good condition to the satisfaction of SHA

Additional Requirements

Suppliers Code of Conduct

Self Help Africa expects all its suppliers to respect the following Code of Conduct:

  • Employment is freely chosen.
  • Goods and services purchased are produced and developed under conditions that do not involve the abuse or exploitation of any persons including – but not limited to – children, women, minority groups etc.
  • The rights of staff to freedom of association are observed.
  • Working conditions are safe and hygienic.
  • No exploitation of children is tolerated.
  • Wages paid are adequate to cover the cost of a reasonable living.
  • Working hours are not excessive and regular working hours are provided.
  • No discrimination is practiced.
  • Local labor laws are complied with
  • Social rights are respected.
  • Suppliers comply with all statutory and other legal requirements relating to the environmental impacts of their business.

The service provider and relevant suppliers who may have access to SHA programme participants on account of their involvement with SHA shall:

  1. Take all appropriate measures to prohibit and prevent actual, attempted and threatened harm, exploitation and abuse, particularly sexual exploitation and abuse (SEA) by its employees or any other persons engaged and controlled by it to perform activities under this Agreement ( “other personnel”). For the purpose of this Agreement, SEA shall include:
    1. Exchanging any money, goods, services, preferential treatment, job opportunities or other advantages for sexual favour or activities, including humiliating or degrading treatment of a sexual nature; abusing a position of vulnerability, differential power or trust for sexual purposes, and physical intrusion of a sexual nature whether by force or under unequal or coercive conditions.
    1. Engaging in sexual activity with a person under the age of 18 (“child”).
  2. Prohibit its employees or other personnel having sexual relationships with Self Help Africa programme participants.
  3. Report in a timely manner to Self Help Africa any allegations or suspicions of SEA, and investigate and take appropriate corrective measures, including imposing disciplinary measures on the person who has committed SEA.
  4. Ensure that the SEA provisions are included in all subcontracts.
  5. Adhere to above commitments at all times. Failure to comply with (a)-(d) shall constitute grounds for immediate termination of this Agreement.

Confidentiality and Conflict of Interest

The applicant undertakes that they will not at any time, either before or after the termination of this service, use or disclose or communicate to any person confidential information relating to the affairs of SHA. This restriction shall continue to apply after the termination of the service without limit in point of time. To ensure the independence of terms of their contract, the winning applicant will sign a declaration certifying that they have no conflict of interests in relation to the tasks to be undertaken and undertake to inform SHA should this status change.

Terrorism and Sanctions

Terrorism and Sanctions:  Self Help Africa (SHA) does not engage in transactions with any terrorist group/individual/entity involved with or associated with terrorism or individuals/entities that have active exclusion orders and/or sanctions against them.  SHA will not knowingly purchase supplies or services from companies that are associated in any way with terrorism and/or are the subject of any relevant international exclusion orders and/or sanctions. If you submit a bid based on this request, it shall constitute a guarantee that neither you/your company nor any affiliate or a subsidiary controlled by you/your company are associated with any known terrorist group or is/are the subject of any relevant international exclusion order and/or sanctions. Exclusion criteria

Candidates or tenderers shall be excluded from participation in this procurement procedure if:

  1. They are bankrupt or being wound up, are having their affairs administered by the courts, have entered an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations.
  2. They have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata.
  3. They have been guilty of grave professional misconduct proven by any means which SHA can justify.
  4. They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of SHA or those of the country where the contract is to be performed.
  5. They have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organization or any other illegal activity detrimental to the Union’s financial interests.                  
  6. Following another procurement procedure or grant award procedure financed by the Union’s budget, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations.

Eligible Tenderers

  • This Invitation for Tenders is open to all eligible tenderers as described in the Invitation to Tender. Successful tenderers shall complete the repairs required by the intended completion date specified in the various Bill of quantities
  • Self Help Africa employees, committee members, board members and their relative (spouse and children) are not eligible to participate in the tender.
  • A Tenderer shall not have a conflict of interest. Any Tenderer found to have a conflict of interest shall be disqualified. A Tenderer may be considered to have a conflict of interest for the purpose of this Tendering process, if the Tenderer:
    • directly or indirectly controls, is controlled by or is under common control with another Tenderer; or
    • receives or has received any direct or indirect subsidy from another Tenderer; or
    • has the same – representative or ownership as another Tenderer; or
    • has a relationship with another Tenderer, directly or through common third parties, that puts it in a position to influence the Tender of another Tenderer, or influence the decisions of the Self Help Africa regarding this Tendering process; or
    • or any of its affiliates participated as a consultant in the preparation of the design or technical specifications of the goods that are the subject of the Tender; or
    • or any of its affiliates has been hired (or is proposed to be hired) by the Procuring Entity or Procuring Entity for the Contract implementation; or
    • would be providing goods, works, or non-consulting services resulting from or directly related to consulting services for the preparation or implementation of the project specified in the  ITT 1.1 that it provided or were provided by any affiliate that directly or indirectly controls, is controlled by, or is under common control with that firm; or has a close business or family relationship with a professional staff of Self-Help Africa of  (or of the project implementing agency, who: (i) are directly or indirectly involved in the preparation of the tendering document or specifications of the Contract, and/or the Tender evaluation process of such Contract; or (ii) would be involved in the implementation or supervision of such Contract unless the conflict stemming from such relationship has been resolved in a manner acceptable to the Procuring Entity throughout the Tendering process and execution of the Contract.
