Self Help Africa (SHA) is an international development organization founded in Ireland in 1965, with headquarters in Ireland and the United States and operations across seven African countries: Nigeria, Ethiopia, Kenya, Burkina Faso, Malawi, Mozambique, and Zambia. The organization’s approach combines technical expertise, strong government partnerships, community engagement, and private-sector collaboration to deliver sustainable outcomes at scale. Across Nigeria, SHA has reached more than 5,000 communities through programs spanning water, sanitation and hygiene (WASH), waste management, agriculture and food systems, climate adaptation, market systems development, and natural resource management. ” 

Project Background 

SHA is partnering with the World Food Programme to implement the Strengthening Food Systems project (Youth in work). The project aims to strengthen food systems that promote increased value chain employment opportunities for the youth; sustaining and improving on-farm and off-farm job opportunities for 50,000 young women and young men engaged in the different nodes of sorghum, millet, soya bean, groundnut, and horticulture value chains. The project will focus on capacity building interventions for existing enterprises, using this as an avenue to create employment opportunities for youth and women in Sokoto State. 

Scope of the Work  

  • Construction of Women Business Centre in Tambuwal, Sokoto State as BoQ and Technical drawing provided. 

Exclusion criteria 

Candidates or tenderers shall be excluded from participation in this procurement procedure if: 

  1. They are bankrupt or being wound up, are having their affairs administered by the courts, have entered an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations.  
  1. They have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata. 
  1. They have been guilty of grave professional misconduct proven by any means which SHA can justify.  
  1. They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of SHA or those of the country where the contract is to be performed.  
  1. They have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organization or any other illegal activity detrimental to the Union’s financial interests.   
  1. Following another procurement procedure or grant award procedure financed by the Union’s budget, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations.

Proposals that are received late or are in a format that cannot be accessed will be deemed to be invalid. Each proposal must follow the requirements as set out in this document.
