| Background | Self Help Africa (SHA) is implementing the Dispensers for Sustainable Rural Water in Nigeria (DiSuRWIN) project in Kano State to improve access to safe drinking water through chlorine dispensers. The consultancy will strengthen the chlorine supply chain and quality assurance systems supporting the intervention. Self Help Africa (SHA) is conducting a pilot to introduce chlorine dispensers in rural Kano State, Nigeria. The Dispensers for Sustainable Rural Water in Nigeria DiSuRWIN program aims to improve access to safe water and reduce the prevalence of water-borne diseases. The pilot will reach an estimated 110,000 people through the installation of 550 chlorine dispensers across communal water points. The project seeks to integrate chlorination within health functions, and within water supply service delivery and financing models in Kano State. |
| 2. Purpose of the Consultancy | The Chlorine Supply Chain and Quality Assurance Consultant will provide technical leadership and coordination for the procurement, quality control, storage, distribution, and availability of liquid chlorine required for rural water treatment interventions (possibly for local production if this option is required. The consultant will ensure uninterrupted access to high-quality liquid chlorine that meets requirements for community water dispensers and chlorination systems, ensuring safe water treatment according to WHO standards. |
| 3. Objectives | Develop a sustainable chlorine supply chain. Ensure uninterrupted availability of quality-assured chlorine. Establish quality assurance systems aligned with WHO standards. Develop SOPs for procurement, storage, transport and handling. Build the capacity of implementing partners and government stakeholders. |
| 4. Scope of Work | Coordinate suppliers; forecast demand; establish inventory systems; coordinate laboratory testing; develop SOPs; provide technical support on chlorination systems; train stakeholders; engage government and partners; monitor chlorine availability and quality; prepare technical reports. |

| 6. Duration | 12 months. |
| 7. Duty Station | Kano State with travel to project locations as required. |
| 8. Reporting | Reports to the Project Manager and works closely with Programme, Procurement, Finance, MEAL and relevant government agencies. |
| 9. Qualifications | Bachelor’s degree in chemistry, Chemical Engineering, Environmental Engineering, Water Resources Engineering, Public Health or related field; Minimum five years of relevant experience; Strong knowledge of water treatment, chlorination, QA/QC, supply chains, stakeholder engagement and report writing; English and working Hausa required. |
