Objectives of the Tax Consultant Engagement 

The objectives of this consultancy are to provide high quality advisory to SHA Nigeria on tax matters and updates on changes in the Nigerian Tax laws. Specifically, the Consultant will: 

  1. Develop and share WHT Standard Operating Procedure (SOP). 
  1. File annual payroll tax returns for with FCTIRS and other states’ Revenue Service not later than 31st January for SHA Nigeria on the premise that relevant documentations for filing are made available.  
  1. Review and file monthly VAT, WHT & PAYE with relevant tax authorities. 
  1. Perform all other tax matters as requested by SHA, Nigeria. 
  1. Act as liaison between tax authorities (NRS, FCT-IRS etc.) and SHA Nigeria in all tax matters. 
  1. Provide responses by answering tax related questions. 
  1. Analyze information and situation to ensure that SHA, Nigeria is following the Nigeria tax regulation. 
  1. Review PAYE payroll tax computation and advise SHA, Nigeria. 
  1. Review the financial statements and advise SHA, Nigeria. 
  1. File any outstanding and current annual financial statements with the Nigeria Revenue Service within seven (7) days of receipt from SHA, Nigeria. 
  1. Process tax certificate for SHA and for its employees. 

Total Duration of Contract 

One year with the possibility of extension.  

Tax Consultancy Service Evaluation Criteria 

Required Criteria Description 
Mandatory Legal Requirements Proof of registration with CAC; valid license to practice taxation; Tax Compliance Certificate; TIN Registration and Audit/Regulatory Compliance. 
Technical Experience Proven technical experience in tax matters (over 5 years of experience); demonstrate working relationship with relevant tax authorities and deep understanding of tax laws (such as PITA, WHT, VAT and others) including recent changes to the Nigerian tax laws. 
Previous Assignments Sector specific knowledge and proven track record of providing tax advisory to other organisations particularly INGOs and list of current and past clients including details of contact person. 
Firm Capabilities and Resources Key personnel and their qualifications; skills and technological proficiency. 
Technical Proposal Evaluation Understanding of the scope of work/terms of reference, and methodology. 
Financial Proposal Cost effectiveness and value for money. 

As per the terms of the contract, the consultant will be expected to adhere to SHA’s standards for safeguarding, social responsibility, human rights and will be provided with copies of relevant policy documents (Child Protection, Gender Equality, Whistleblower Protection, Sexual Harassment and Sexual Exploitation Policy).
