Background  of WASH Systems Analysis in Nigeria  

Access to WASH services in Nigeria remains an issue of national concern. Despite progress in expanding coverage, service delivery continues to be constrained by weak institutions, inadequate financing, poor regulation and accountability mechanisms, and insufficient coordination across federal, state and local levels. These challenges underscore the importance of adopting a holistic systems-strengthening approach, which goes beyond infrastructure provision to building an enabling environment for the delivery of sustainable WASH services. 

WASH Systems Analysis is a structured process that assesses the performance and effectiveness of WASH actors and factors through the nine internationally recognized WASH systems “building blocks”. It helps to identify strengths, gaps and complementarities across the sector, while providing evidence-based insights to guide reform, prioritization, planning and investment. 

In Nigeria, several states and LGA-level systems analyses have already been undertaken by organizations such as WaterAid, UNICEF, Federal Ministry of Water Resources, Self Help Africa etc. The findings from these exercises have demonstrated the value of a systems approach in strengthening state and LGA-level decision-making, WASH planning, resource mobilization and allocation, as well as accountability. 

However, while State and LGA level assessments are important, there is a pressing need for a national-level WASH Systems Analysis that synthesises evidence from across the country and presents a comprehensive picture of the enabling environment for WASH service delivery. Such an analysis will help identify common systemic bottlenecks, highlight good practices, and inform federal-level policy, financing and coordination mechanisms. It will also provide a platform for aligning state and federal priorities, strengthening sector dialogue, and guiding development partner investments towards accelerating progress on the Sustainable Development Goal 6, even post SDG.   

In line with this, Agenda for Change (A4C) in collaboration with its partners, and the Federal Ministry of Water Resources and Sanitation, seeks to engage a qualified WASH Consultant to provide technical support in conducting a participatory national WASH Systems Analysis at a joint stakeholder workshop in Abuja, Nigeria. 

Objectives of the Engagement 

The objectives of this consultancy are to provide expert technical support to: 

  1. Undertake a desk review of the WASH systems analysis already undertaken in the sector by various partners and consolidate the findings into one comprehensive document identifying the strengths of the analysis undertaken and the gaps that still exist. 
  1. Facilitate a participatory WASH Systems Analysis workshop with key national stakeholders using the appropriate tools and framework as agreed through stakeholder consultations and global standards to fill the gaps that exist. 
  1. Assess the performance the national level WASH system across the various building blocks – depending on the framework/model adopted for use. 
  1. Synthesize evidence from state and LGA-level analyses to identify common strengths, gaps and opportunities for adaptation. 
  1. Provide actionable recommendations to strengthen the enabling environment for sustainable WASH services in Nigeria. 
  1. Produce a consolidated report to guide federal government, state governments, and development partners in sector planning, coordination and investment. 

Technical Deliverables 

  1. Conduct a desk review of existing findings from WASH systems analyses already undertaken across Nigeria, including the review of relevant national and sub-national WASH sector documents and policies relevant to systems strengthening, and share findings with stakeholders 
  1. Facilitate a two-day National WASH Systems ‘Building Blocks‘ Analysis Workshop. 
  1. Develop concise executive briefs for high-level decision makers. 
  1. Prepare and submit a comprehensive final report on the outcomes of the WASH Systems Analysis workshop, including clear recommendations for strengthening WASH systems at federal, state and LGA levels. 

Consultant Qualifications and Requirements 

Required Criteria Description 
Academic Qualification Minimum Master’s degree in WASH Governance, Integrated Water Resources Management, Development Studies, Social Sciences or related fields 
Experience At least 8 years in systems strengthening, WASH governance, and institutional strengthening 
Previous Assignments Proven track record of leading or supporting similar assignments at the state or national level 
Technical Expertise Strong knowledge of WASH systems strengthening and  stakeholder facilitation. 
Skills Excellent writing, editing, and presentation skills, as well as the ability to work with diverse stakeholders 
Familiarity with Nigerian Context Prior experience with national and state-level WASH systems in Nigeria is highly desirable 

As per the terms of the contract, the consultant will be expected to adhere to Agenda for Change  standards for safeguarding, social responsibility, human rights and will be provided with copies of relevant policy documents (Child Protection, Gender Equality, Whistleblower Protection, Sexual Harassment and Sexual Exploitation Policy).

  1. Evidence of financial capability to pre-finance 40 per cent of the total assignment cost.

The Consultant’s proposal will be assessed on technical merit, additional value and services offered, relevant experience, value for money, lead time and price. 

This work cannot be subcontracted, and the client must agree to any changes in writing.
