Position: Team Lead

The Team Leader serves as the technical and operational head of the GREENTech4CE Implementation Team, providing strategic leadership and oversight to drive the growth of startups and MSMEs in Zambia’s green, circular, and digital economy. Responsible for the successful delivery of the EU-funded 4-year project, the role includes managing the Enterprise and Monitoring & Evaluation (M&E) teams, fostering effective partnerships with startups, MSMEs, ecosystem players, and implementers, and ensuring smooth governance structures. The Team Leader oversees Business Development Service Providers, enhancing technical assistance and grant support to MSMEs to promote entrepreneurship, competitiveness, and investment readiness. This role involves managing the entire programme cycle from design, planning, implementation, monitoring, to evaluation while maintaining strong relationships with the European Union Delegation, government bodies, donors, and other stakeholders. The Team Leader also facilitates internal collaboration among co-implementing partners, ensures compliance with donor requirements, supports risk management, and represents the project at relevant forums to promote sustainable and inclusive economic growth in Zambia.

Position: Enterprise Programmes Manager

The Enterprise Programme Manager on the GREENTech4CE project supports the Team Leader in promoting green, circular, and digital economic growth in Zambia by de-risking investments and facilitating entrepreneurship. She oversees complex projects and challenge fund operations, targeting startups, MSMEs, Business Development Service Providers (BDSPs), and Financial Service Providers (FSPs), as well as research and innovation initiatives including Fabrication Laboratories (Fablabs). The manager mentors and supervises Technical Managers and Officers on the Enterprise Team, coordinates technical assistance provision, collaborates on applicant pipeline generation, leads project contracting, monitors implementation progress, extracts learning across projects, participates in monitoring and evaluation (M&E), conducts due diligence and capacity assessments, and provides technical support and coaching. This role plays a critical part in ensuring effective project delivery aligned with sustainability and growth objectives. The manager also supports the Team Leader in facilitating internal collaboration among co-implementing partners, ensuring compliance with donor requirements, supports risk management, and represents the project at relevant forums to promote sustainable and inclusive economic growth in Zambia.

Position: Risk & Compliance Manager

The Risk & Compliance Manager for the GREEN Tech4CE project reports to the Team Leader and leads the risk and compliance strategy to ensure project success in promoting green, circular, and digital economic growth in Zambia. The manager oversees the establishment and implementation of best practice project management systems, offers expert advice on donor requirements and regulations, supports contract negotiation and review, and builds staff capacity to ensure compliance with contractual and donor obligations. Additionally, the manager implements, supports, and audits quality assurance systems across the project, including third-party contractors and partners, ensuring all processes and documentation comply with EU regulations, Self Help Africa policies, and relevant legislation. This role is critical in managing risks and maintaining accountability while facilitating financial support to enterprises such as ASMs, BDSPs, FSPs, innovators, and FabLab host institutions in Zambia.

Name of Staff: Chanda Mulenga

Position: Project Accountant

The Project/Grants Accountant on the GREENTech4CE project is responsible for thefinancial oversight of funds disbursed to companies contracted by the Project, as well as supporting internal project accounting functions. The role involves ensuring proper checks and balances in accounting, reporting, and fund disbursement, with accurate and timely recording of financial data, transaction processing, and monitoring of company expenditure. The accountant assesses cost eligibility against contracts and donor guidelines, prepares financial reports, and maintains high standards of financial control in compliance with EU regulations and Self Help Africa (SHA) financial policies. Working closely with grant-aided companies, the Project/Grants Accountant ensures they produce quality financial reports, perform reconciliations, and adhere to contract requirements and generally accepted accounting principles. Additionally, this role provides training to company accountants, conducts due diligence on third-party beneficiaries, manages grant disbursements, facilitates beneficiary account activities, and supports budgeting, forecasting, auditing, and internal controls. The Project/Grants Accountant is pivotal in ensuring transparency, accountability, and sound financial management to successfully deliver the project’s green, circular, and digital economic growth objectives in Zambia.

Position: Lead Monitoring and Evaluation Expert

The Lead Monitoring & Evaluation Expert for the GREEN Tech4CE project advises the Team Leader on planning, implementation, and reporting of M&E and learning activities to support green, circular, and digital economic growth in Zambia. This role provides strategic leadership and technical oversight for all M&E activities, including developing and refining M&E frameworks aligned with project goals. Key activities involve baseline development, conducting annual project performance assessments, leading mid-term reviews, facilitating joint bi-annual monitoring with the technical committee, overseeing qualitative impact studies, and preparing annual reports. The Lead Expert ensures rigorous data collection, quality assurance, and advanced data analysis to produce detailed reports and learning briefs that inform adaptive management and donor reporting. Additionally, the Lead Expert builds team capacity, manages feedback mechanisms, ensures compliance with donor standards, mentors two M&E Officers, and represents the project in external forums, fostering a data-driven learning culture that maximizes impact on Zambia’s green, circular, and digital economy.

Position: Technical Manager – BDSP/MSME

The Technical Manager – MSME/BDSP on the GREENTech4CE project is
responsible for managing a portfolio of Business Development Service Providers (BDSPs) that provide direct and indirect technical assistance to Startups and MSMEs/BDSPs in green, circular, and digital economic growth, including ASMs. His responsibilities include generating applicant pipelines through networking and information sessions, leading project refinement, conducting due diligence and capacity assessments, contracting, monitoring implementation progress, participating in monitoring and evaluation (M&E) activities, and providing technical support and coaching to selected MSMEs and BDSPs. The Technical Manager is critical in performance monitoring of incubation and acceleration services facilitated by selected BDSPs to Startups and Micro & Small enterprises, including managing the Business Growth & Innovation Competition. In collaboration with other Technical Managers in the Enterprise Team, he facilitates linkages between Startups/MSMEs and financial institutions, supports the development of training materials, strengthens value chains, and ensures effective programme delivery aligned with sustainability and green economy principles. The Technical Manager also mentors and supervises a Technical Officer and represents the project in relevant forums to foster responsive business development service provision that enhances Startup and MSME growth in Zambia.

Position: Technical Manager Green and Circular Economy

The Technical Manager – Green & Circular Economy within the GREEN Tech4CE project is the knowledge expert on circular economy and plays a critical role in coordinating activities implemented by the Knowledge Partner, Tandem Circular Consulting. She is responsible for technical and operational engagement with SMEs, promoting sustainability principles, generating applicant pipelines, refining projects for contracting, and monitoring implementation to ensure environmental and circular economy outcomes. She leads planning and hosting of the Annual Circular Economy Forum and supports research activities alongside Tandem Circular Consulting. Additionally, she oversees fabrication laboratories and the implementation and monitoring of technical assistance, incubation, and acceleration cohorts, thereby advancing Zambia’s green and circular economy ecosystem. She collaborates closely with partner organizations, provides technical input in programme design and delivery, participates actively in M&E processes, conducts due diligence and capacity assessments, and offers technical assistance and coaching to selected businesses to ensure sustainable and impactful outcomes. The Technical Manager is also responsible for mentoring and supervising a Technical Officer and represents the project in relevant forums to foster sustainable green growth in Zambia.

Position: Technical Manager- Critical Raw Minerals

The Technical Manager – Critical Raw Minerals (CRM) on the GREENTech4CE project leads efforts to support artisanal, small, and large mining enterprises in adopting sustainable mining practices that promote circularity through sustainable extraction and processing of critical raw materials. Her role includes generating applicant pipelines, refining projects for contracting, monitoring implementation, participating in M&E activities, conducting due diligence and capacity assessments, and providing technical assistance and coaching. The Technical Manager supports the implementation and monitoring of incubation and acceleration activities focused on artisanal and small-scale mining (ASM). She promotes and supports recycling and upcycling of mining and electronic waste, aligning project activities with the EU- Zambia Strategic Partnership on CRMs. Furthermore, she offers technical and financial expertise to stakeholders to foster a greener, sustainable mining sector in Zambia. The Technical Manager also mentors a Technical Officer and represents the project in relevant forums that emphasise sustainable mining, local value addition, formalization, sustainable development of artisanal mining, environmental stewardship, and inclusive economic development through responsible utilisation of critical minerals. These responsibilities align with Zambia’s National Mineral Resources Development Policy, the National Critical Minerals Strategy, and the Geological and Minerals Development Act of 2025, which collectively prioritize sustainable mining practices, formalisation and support for the ASM sector, local economic participation, environmental protection, and robust regulatory oversight to ensure sector growth and sustainability.

Position: Technical Manager Digital & Financial Innovations

The Technical Manager – Digital and Financial Innovations on the GREENTech4CE project drives innovation and supports MSMEs and Business Development Service Providers (BDSPs) with technical and financial assistance to promote green, circular, and digital economic growth in Zambia. Key responsibilities include providing grant support to Financial Service Providers such as FinTech’s, Venture Capital Firms, Private Equity Firms, and Impact Investors; overseeing the implementation of Fabrication Laboratories; and developing and implementing Research and Innovation grants programmes. Other duties include generating applicant pipelines, conducting due diligence and project refinement, monitoring implementation, facilitating digital literacy and fintech adoption, providing coaching and training on digital tools and financial solutions, supporting linkages between MSMEs and financial service providers, assessing capacity needs, ensuring compliance with regulations, and contributing to programme design, reporting, and stakeholder engagement. The Technical Manager also mentors and supervises a Technical Officer, fostering professional development and ensuring high-quality delivery of project activities. Additionally, the manager represents the project in relevant forums to foster sustainable and inclusive digital and financial innovation ecosystems.

Position: Senior Monitoring and Evaluation Officer

The Senior Monitoring & Evaluation (M&E) Officer will report directly to the Lead M&E Expert. In this role, the Senior M&E Officer will lead and coordinate comprehensive M&E activities, including developing M&E frameworks and plans, designing robust data collection and quality assurance processes, training and mentoring junior M&E staff, conducting advanced data analysis, and producing detailed reports and learning products. They will also conduct mid-term and end-term evaluations, synthesize programmatic trends and impact, and ensure timely, accurate reporting to donors. The Senior M&E Officer will support the institutionalization of a data-driven culture, provide strategic insights for decision- making, and ensure that M&E practices align with project objectives to promote green, circular, and digital economic growth in Zambia.

Position: Technical Officer Circular Economy & Critical Raw Materials

The Technical Officer – Circular Economy & Critical Raw Minerals (CRM) on the  GREENTech4CE project is responsible for managing a portfolio of enterprises to support green, circular, and sustainable mining practices. Key duties include generating applicant pipelines, assisting project refinement and contracting, conducting due diligence and capacity assessments, and monitoring implementation progress. The officer provides technical assistance, training, coaching, and mentoring to help enterprises achieve sustainable and profitable operations. The officer also supports networking, business-to-business linkages, and supply chain strengthening. The role requires close collaboration with Technical Managers, M&E officers, and project partners for planning, implementation, monitoring, evaluation, and reporting. The officer also contributes to the development of training materials, ensures compliance with policies and donor requirements, supports risk management and quality assurance, and represents the project at relevant forums. The Technical Officer integrates core areas such as enterprise development, waste management, social inclusion, and gender equality to promote inclusive and sustainable economic growth in Zambia.

Position: Technical Officer Digital & Financial Innovations

The Technical Officer – Digital and Financial Innovations on the GREENTech4CE project is responsible for managing a portfolio of MSMEs and startups focused on digital and financial solutions that support green, circular, and digital economic growth in Zambia. The officer generates applicant pipelines through networking and information sessions, supports project refinement and contracting, monitors implementation progress, participates in M&E activities, conducts due diligence and capacity assessments, and provides technical assistance and coaching to selected businesses. Additionally, the officer supports the Technical Manager in managing grants for financial service providers, including FinTech companies, Venture Capital Firms, Private Equity Firms, and Impact Investors. The officer also assists in the deployment of Research and Innovation grants, facilitating access to funding that supports incubation, acceleration, and innovation among startups and MSMEs in the green, circular, and digital economy sectors. Key tasks include assessing MSME digital needs, facilitating access to digital tools and financial services, supporting fintech innovations and inclusive financing mechanisms, developing training materials, and fostering linkages between MSMEs, financial service providers, and tech partners. The officer contributes to programme management, quality assurance, reporting, and represents the project at relevant government, donor, NGO, and industry events to promote sustainable digital and financial innovation ecosystems in Zambia.

The Technical Officer – MSME/BDSP on the GREENTech4CE project manages a portfolio of Business Development Service Providers (BDSPs) supporting startups and MSMEs in green, circular, and digital economic growth, including artisanal and small-scale mining (ASM). Key responsibilities include generating applicant pipelines through networking and information sessions, leading project refinement and contracting, monitoring implementation, participating in monitoring and evaluation (M&E) activities, conducting due diligence and capacity assessments, and providing technical support and coaching to selected MSMEs and BDSPs. The officer monitors incubation and acceleration services facilitated by BDSPs, manages the Business Growth & Innovation Competition, facilitates linkages between startups/MSMEs and financial institutions, and supports the development of training materials and value chain strengthening. The Technical Officer is mentored and supervised by a Technical Manager and represents the project in relevant forums to enhance business development services and promote startup and MSME growth in Zambia. The role includes ensuring compliance with policies and donor requirements and contributing to quality assurance and reporting.

The Monitoring & Evaluation (M&E) Officer supports the Lead M&E Expert in planning, implementing, and reporting M&E and learning activities for the GREENTech4CE project, which promotes green, circular, and digital economic growth in Zambia. Key responsibilities include developing comprehensive M&E plans and logical frameworks (log-frames) aligned with project objectives, preparing data collection methodologies, training enumerators on survey tools and techniques, overseeing quantitative and qualitative data collection using digital platforms and field tools, conducting rigorous data analysis with statistical software, and producing detailed reports and visualizations to inform decision-making and enhance programme learning. These activities aim to promote and de-risk investments by generating reliable evidence on project performance and impact across gender and youth-inclusive green economic opportunities.

Position: Accounts Assistant

The Project Accounts Assistant on the GREENTech4CE project supports the financial management of project grants, including due diligence, monitoring, and reporting of third-party beneficiaries. Key responsibilities involve assisting with the processing of payments, maintaining accurate financial records, coding and posting transactions, tracking expenditures, and facilitating timely vendor payments. The assistant helps coordinate tax and statutory payments, prepares bank reconciliations, and supports the preparation of financial reports. Additional duties include managing invoice processing, maintaining accounting records, performing petty cash counts, and supporting audit activities. The role also involves facilitating the opening and closing of beneficiary accounts to ensure proper grant disbursement and financial transparency in line with project and donor requirements.

The role involves maintaining project documentation, tracking schedules and deliverables, supporting communication and reporting efforts, and ensuring compliance with project procedures. Through effective coordination and problem-solving, the Project Support Officer contributes to timely delivery of project activities, facilitates collaboration among team members and partners, and supports the overall success of the green, circular, and digital economic initiatives in Zambia.
