The Expenditure Verification will be undertaken in line with the Practical Guide Version 2021.1 &#8211; 24 June 2022.<\/p><p>We are looking for a supplier based within or outside of Zambia who can provide services for a project operational in Zambia. The company must have extensive demonstrated experience in European External Action expenditure verification exercises and in the audit of Challenge Funds.&nbsp;<\/p><p>The duration of contract will be for up to four years \u2013 subject to performance.&nbsp;<\/p><p>The contract may be awarded to a company\/firm that specialises in this area of work. In the case of a company, a named designated resource will carry out the key functions required.<\/p><p><strong>1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Overview of Requirements<\/strong><strong><\/strong><\/p><p>5.1&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong>Terms of Reference<\/strong><\/p><p>The successful tenderer (\u201cthe consultant\u201d) will be expected to&nbsp;provide an expenditure verification report in the prescribed standard format and a management letter. Detailed&nbsp;Terms of reference are in Appendix 6.<\/p><p><strong>5.2&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Scope<\/strong><strong><\/strong><\/p><p>One expenditure review per financial year for each year of the project is required. The end date of the project is estimated to be 30 June 2028 but this may be subject to change.&nbsp;<\/p><figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>Project Year<\/strong><\/td><td><strong>Audit Start<\/strong><\/td><td><strong>Audit End<\/strong><\/td><td><strong>Period<\/strong><\/td><\/tr><tr><td>Year 1<\/td><td>1<sup>st<\/sup>&nbsp;July 2024<\/td><td>30<sup>th<\/sup>&nbsp;June 2025<\/td><td>12 months<\/td><\/tr><tr><td>Year 2<\/td><td>1<sup>st<\/sup>&nbsp;July 2025<\/td><td>30<sup>th<\/sup>&nbsp;June 2026<\/td><td>12 months<\/td><\/tr><tr><td>Year 3<\/td><td>1<sup>st<\/sup>&nbsp;July 2026<\/td><td>30<sup>th<\/sup>&nbsp;June 2027<\/td><td>12 months<\/td><\/tr><tr><td>Year 4<\/td><td>1<sup>st<\/sup>&nbsp;July 2027<\/td><td>30<sup>th<\/sup>&nbsp;June 2028<\/td><td>12 months<\/td><\/tr><\/tbody><\/table><\/figure><p><strong>5.3.&nbsp;&nbsp;&nbsp;Pricing and qualifications<\/strong><strong><\/strong><\/p><p>The successful tenderer should show how they can deliver on the terms of reference set out above within this budget.<\/p><p>It is SHA\u2019s expectation that any personnel conducting audit work is a qualified accountant or auditor and has a minimum of two years post qualification experience.<\/p><p>Tenderers must quote an estimated price for the completion of the annual internal audit requirement as set out, for the four financial years in the table in section 5.2. The tender must provide a full breakdown of costs to include confirmation of the daily rates for each member of proposed personnel and the number of days to be worked by each. It is expected that any daily rate is based on an 8 hour day. (Ideally a price should be quoted per annual verification).<\/p><p>In meeting the requirements tenderers are asked to demonstrate how they would propose to resource the audit work specifying the anticipated number of working days required to complete each audit or activity and the mix of seniority required to achieve this.<\/p><p>Tenderers are also required to provide an estimate of total expenses if applicable and confirmation of the expense rates that will apply.
