Background
The WASH Systems for Health (WS4H) Programme is a UK Foreign, Commonwealth & Development Office (FCDO)-funded initiative aimed at strengthening WASH systems to deliver sustainable and inclusive water, sanitation, and hygiene services. The programme is implemented in Kano State (Makoda LGA) and Cross River State (Yala LGA) by Self Help Africa, in collaboration with state and LGA authorities, development partners, and community stakeholders. Recognizing the critical role of long-term planning in achieving universal and sustainable WASH access, WS4H seeks to support the development of evidence-based and actionable WASH Strategic and Investment Plans for the two implementing LGAs. These plans will serve as roadmaps for WASH investments, institutional reforms, capacity development, and partnerships over a defined multi-year period. The LGA-wide WASH plans are multi-year strategic documents aimed at providing a clear vision and pathways for achieving inclusive, climate resililient and sustainable basic level WASH services in Yala and Makoda Local Government Areas of Kano and Cross River States. These plans will align with WASH priorities of the respective LGAs, states, Nigeria’s National WASH Action Plan as well as the Sustainable Development Goals (SDGs), particularly SDG 6, which focuses on achieving clean water and sanitation for all, and national development priorities post-SDG. In line with this, Self Help Africa’s WS4H Programme in partnership with NEWSAN and the State Ministries of Water Resources State in Kano and Cross River, seek to engage a qualified LGA-wide WASH Planning Consultant to provide technical support in the development of a-5-year WASH Strategic Plan for Yala and Makoda LGAs.
Purpose of the Assignment
The purpose of this consultancy is to lead the development of comprehensive five years WASH Strategic and Investment Plans for Makoda and Yala LGAs, grounded in local realities and aligned with state and national WASH sector priorities. The plans will guide LGAs in systematically addressing existing WASH gaps, mobilizing resources, and delivering coordinated interventions to achieve universal, safe, and sustainable WASH access.
Objectives
The consultant is expected to:
● Conduct a participatory planning process that engages key stakeholders at LGA, state, and community levels in all stages of the LGA-WASH Strategic Plan development.
● Leverage on the findings from the LGA-Wide Assessment or undertake a robust situation analysis and gap assessment of WASH services, systems, infrastructure, governance, financing, and climate resilience in both LGAs.
● Facilitate a shared visioning process to define realistic and measurable WASH goals and targets for the strategic period.
● Develop a life-Cycle Costing of all WASH facilities in the LGA
● Work closely with the LGA team to draft a comprehensive, costed WASH Strategic and Investment Plan, including implementation frameworks, M&E systems, and resource mobilization strategies. (It is expected that this process will not be done for the LGA but with the LGA ensuring that they contribute significantly to the writing process while the consultant provides TA)
Scope of Work
The consultant will perform the following tasks:
Desk Review – Review national, state, and LGA-level WASH policies, guidelines, sector data, and development plans (e.g., National Action Plan for WASH, SDGs, State WASH policies, previous WASH assessments, Joint Sector Reviews, etc.).
Stakeholder Engagement – Design and facilitate inclusive consultation processes involving LGA officials, RUWASSA, WASHCOMs, traditional leaders, CSOs, private sector actors, and development partners.
Conduct at least one inception meeting, two consultation workshops (per LGA), and a final validation session.
Situation and Gap Analysis – Assess WASH service coverage, infrastructure condition, financing gaps, human resources, supply chains, climate risks, and institutional capacity.
– Use tools such as SWOT, problem trees, or WASH BAT (Bottleneck Analysis Tool) to identify key challenges and root causes.
– Leverage on the findings from the LGA-Wide Assessment or undertake a robust situation analysis and gap assessment of WASH services, systems, infrastructure, governance, financing, and climate resilience in both LGAs.

1. A detailed proposal of the consultancy (not more than 5 pages), including how you meet the criteria, proposed approach and work plan.
2. A technical and financial proposal, stating the technical specifications and budget as per this ToR.
3. An electronic copy of curriculum vitae, including references to places/organizations where similar work was carried out. (CVs of 3 key personnel to be involved in the assignment of which 1 must be an expert in Life Cycle Costing in WASH).
4. Two examples of similar assignments or strategy documents previously developed Only Applicants from Nigeria are encouraged to apply. Consultants must be authorized to work in Nigeria.
Selection Process: Selection process includes rigorous background checks that reflect our organizational integrity and commitment to making humanitarian action more principled and effective. The Consultant’s proposal will be assessed on technical merit, additional value and services offered, relevant experience, value for money, lead time and price. This work cannot be subcontracted, and the client must agree to any changes in writing.
